In search for optimal financing of infrastructure projects of public interest it is important for the Member States to find the balance between public grants and private finance. Eligible countries usually choose between PPP constructions and EU funding and separate them. In times of Credit Crisis the European Commission encourages a wider use of PPP structures and points out the possibilities of co-financing by EU funds. There is also a budget in Structural and Cohesion Funds committed by the EU for the developing the infrastructure.

Public Private Partnerships have already demonstrated their great capacity in providing public services. Sectors dominated by EU funding as transport and municipalities still lack information on how to implement PPP projects – the implementation of EU co-financed PPPs remains problematic.

  1. EU and national governments often lack specific regulations on EU funding of PPP projects.
  2. Those regulations involve precise appraisal of financial and operational risks and have to be implemented according to EU rules to guarantee reimbursement.
  3. The programming periods are limited in time while the realisation
    of infrastructure projects takes many years which complicates additionally the implementation.

Seminar Contents

This European Seminar focuses on realizing infrastructure projects by means of blended financing. It gives an overview of the current models of PPP and explains possibilities of co-financing methods. Participants will be enabled to implement PPP projects complying with national and EU regulation. Moreover, best practice examples and case studies from successfully carried out projects give a perfect platform to discuss new financing possibilities.
